Allies of former Secretary of State Hillary Clinton plan to focus on the Koch brothers as a way to garner support from rich liberals who currently have shown lackluster support for her campaign.

Politico obtained a secret memo written for Clinton backer David Brockbefore he attended a meeting with donors in San Francisco that reveals liberal donors have some hesitations about funding Clinton's campaign.

The Clinton camp is facing obstacles over the lack of a true primary, facing Republicans who as a collective group are raising hundreds of millions of dollars, and for not being progressive enough.

All of these issues were addressed in the memo sent to liberal Media Matters founder Brock, which is in a question-and-answer format for him to respond to issuesthat may have come up at the Democracy Alliance annual spring meeting in April.

One of the hypothetical questions goes like this: "You say the Kochs represent all that is bad in this broken system, yet our presumptive nominee is in the pocket of big Wall Street banks. Aren't we going to have a hard time going after the Kochs' big money when some could argue that Sec. Clinton is bank rolled by Wall Street and therefore there is a pox on both our houses?"

The answer Brock is told to give in the memo: "It is no secret that Sec. Clinton is fair-left and not far-left. I think it is safe to say that there will be a dramatic difference between Sec. Clinton and whoever is the Republican opponent. She has spent a lifetime advocating for women and children and fighting for the middle class and there is not one GOP candidate who has that record."

Under a list of "less likely questions," the hypothetical questioner asks, "What will happen to correct the record if Hillary is not the nominee. Will they correct the record on behalf of any nominee?"

The answer: "We are focused on the Koch brothers, exposing their self-serving agenda and making their spending a liability for Republicans."

According to Politico, while Brock didn't comment on the memo, he also didn't dispute its authenticity. However, the event was closed to the press, so it's difficult to confirm if any of the contents in the memo were used.

Sources who attended the meeting told Politico that Brock talked about his plan to build a new group called American Bridge, which plans to focus on states that the Koch Industries could be used to target GOP candidates in 2016.

"This is a brand new project and we project it will cost around $3 million," the memo obtained by Politico reads. "We think it is critical to start the project early and we are looking for support to get staffed up very soon. We are hoping to get immediate support coming in at the $250,000 level."

Democracy Alliance is supported by billionaires George Soros and Tom Steyer. The group supported President Barack Obama in 2008 and has been pushing for Massachusetts Sen. Elizabeth Warren to run against Clinton in 2016. According to Politico, the group's support is coveted by Democratic candidates.
