Giuliani: We Should've Had 30,000 to 40,000 Troops in Iraq

The United States should have left a significant number of troops in Iraq which would have stopped the rise of ISIS and prevented such acts as the Paris terror attacks that left 129 dead, former New York Mayor Rudolph Giuliani says.
"I've been very sad all weekend," Giuliani said Monday on MSNBC's"Hardball." "Friday night and Saturday was tough, emotionally living through September 11 reminded me so much of it. And I thought we put this behind us. And, of course, we haven't."
The Paris attacks shouldn't have happened, he said, and wouldn't have if a residual force had been left behind after the Iraq War.
"I don't care about public opinion; I care about the national security of the United States," Giuliani said. "We should have 30,000 or 40,000 troops in Iraq. If we had had them there consistently, ISIS would never have emerged."
A remaining force would have picked up information on the Paris attack immediately, he said.
"John McCain warned five years ago we've got to go in. We've got to go into Syria. We've got to close this vacuum," Giuliani said.
Until 2008, the United States had such elements on defense, he noted. "They didn't have the time to figure out how to come and attack us because we had them on the run."
Giuliani said France should invoke Article V of the NATO Charter, pulling the United States and other NATO nations into battle against ISIS. He also said the United States should not accept more Syrian refugees because of the threat of terrorists embedding themselves with them.
Instead, they should be given a safe haven in their own country, protected by a no-fly zone.
"What do we do with the tens of thousands of refugees?" host Chris Matthews asked. "My own view is send them to a fort, train them and send them back as military people.
Appearing later on Fox News Channel's "Hannity," Giuliani said Obama's Islamic theology is wanting.
"He didn't read the entire Quran and Hadith. Muhammad was a warrior," he said. "This is an Islamic-based radicalism. It is not Buddhist-based, it's not Hindu-based, it's not Christian-based."
Islamic radicals must do like moderate Muslims do and not follow the words of Muhammad to wage war and kill those who don't convert, Giuliani said.
"It has to be read out as good Muslims do. They read it out and get rid of it," he said.
